Nottinghamshire County Council (the Council) is seeking to commission an experienced Provider for the delivery of an outcome focussed, high quality and child-centred Child Sexual Exploitation (CSE) and Child Criminal Exploitation (CCE) support service, which will include support for care leavers up to the age of 25. The Council is seeking bids that offer value for money through efficiency and innovative thinking, and Bidders will be required to identify the level of service (hours) that will be provided for the funds available. Nottinghamshire County Council wishes to appoint a single service provider. The scope and nature of the services required by the Council are set out in more detail in the Specification.

        "riskDetails": "'Known Unknown' risks have been identified in relation to this project, and these are provided for information below. Any changes required as a result of these risks will be made in accordance with the principles of transparency, proportionality, and equal treatment, and will ensure that alternative provision for children and young people continues without disruption throughout any reorganisation period. External Factors There are a number of known future national policy changes driven by the Government which will need to be considered by the Council and may result in changes to the contract. Local Government Reorganisation Bidders are advised that, following the UK Government's publication of the English Devolution White Paper in December 2024, a programme of Local Government Reorganisation (\"LGR\") is anticipated which may affect the governance, boundaries and/or legal status of the Council during the term of any contract awarded pursuant to this procurement. As a consequence of LGR, any resulting contract may be required to be transferred, assigned or novated (in whole or in part) to one or more successor authorities or other public bodies established as part of LGR, in accordance with applicable legislation. Bidders acknowledge and accept that the Council must comply with all statutory, regulatory and other legal requirements arising in connection with LGR and, to the extent necessary to do so, reserves the right to make such amendments to the procurement arrangements and/or any resulting contract as are required or permitted by law. Bidders must submit their Tender on the basis that such transfer, assignment, novation or amendment may occur and that no additional charges, price adjustments or termination rights shall arise solely as a result of LGR. Any reasonable steps taken by the Council or a successor Council to notify Bidders of matters arising from LGR shall be sufficient for the purposes of this procurement. Notices and Communications Bidders acknowledge and accept that, in the event of LGR, any notices, communications or instructions issued by the Council in connection with this procurement or any resulting contract may be given by the Council or by any successor Council or other public body established pursuant to LGR. Bidders further acknowledge that any such notice or communication shall be valid and effective notwithstanding any change to the Council's name, legal status, boundaries or governance arrangements arising from LGR. Bidders must submit their Tender on the basis that the Council, and any successor Council, may give notices and exercise rights in accordance with applicable LGR legislation and that no additional rights, remedies or claims shall arise solely as a result of such changes. Therefore, a modification on the 'Materialisation of a known risk' ground of the Procurement Act 2023 (Schedule 8) may be required."
