Summary of the contracting process

Borough of Telford & Wrekin is procuring a SEND Information, Advice and Support Service (SENDIAS), classified as health and social work services (CPV 85000000). The service supports the council and the Integrated Care Board in meeting duties under the Children and Families Act 2014 and the SEND Code of Practice 2015. It provides free, impartial, confidential and accurate information, advice and support on education, health and social care for children and young people aged 0 to 25 and their parents or carers. The service is intended to help users understand their entitlements, develop independence and self-advocacy, and participate effectively in decisions about special educational needs, disabilities, education, health and care provision. Delivery covers Telford and Wrekin.

The procurement is complete and the contract was awarded on 23 July 2026 following an open procedure. TELFORD AND WREKIN COUNCIL FOR VOLUNTARY SERVICE was selected for the single lot at £700,000 excluding VAT (£840,000 including VAT). The awarded contract period is 1 March 2027 to 29 February 2032, with a possible extension to 28 February 2034. The award decision has a standstill period ending 4 August 2026, with signature scheduled by 20 August 2026. Evaluation weighted quality at 80%, implementation and contract management at 10%, and social value at 10%. Eight bids reached the final stage, including six from SMEs and two from voluntary, community or social enterprises. The contract is above threshold and subject to the light-touch regime.

This requirement suits organisations experienced in SEND information, advice and support for children and young people aged 0 to 25 and their parents or carers. Credible competitors would need to provide impartial, confidential and accurate guidance spanning education, health and social care, and to help users understand statutory entitlements and available local support. The work calls for capability in special educational needs and disability, the SEND Code of Practice, Education, Health and Care provision, and the Local Authority SEN Graduated Offer. Strong delivery would also require practical skills in advocacy, participation, partnership working with the council and Integrated Care Board, contract management, outcome delivery and social value. The competition attracted substantial SME participation and included voluntary, community and social enterprise bidders, indicating that smaller specialist and mission-led providers can be credible competitors.
