Summary of the contracting process

The Borough Council of Calderdale is currently in the planning stage of a procurement process aimed at enhancing short breaks provision for children and young people with disabilities. This initiative, categorised under the health and social work services industry, seeks to develop both targeted and specialist provision, aligning with the "Being me and living a larger life" vision outlined in Calderdale's SEND and Alternative Provision Strategy 2025-2030. Located in Halifax, United Kingdom (Region UKE44), the procurement process involves market engagement, encouraging organisations to contribute via questionnaires due by 22 February 2026. The council plans engagement events on 18 and 25 March 2025 to discuss responses and preliminary commissioning ideas, using Microsoft Teams for virtual attendance.

This procurement process presents significant opportunities for businesses specialising in services for children and young people with disabilities. By engaging in these market engagement activities, businesses can shape future service offerings and demonstrate their capacity to provide culturally appropriate, sustainable services. Suitable for small and medium enterprises (SMEs) and voluntary organisations (VCSEs), this opportunity allows providers to collaborate with the council to address health inequalities and support families in need. The service contract is planned to begin on 1 October 2027, providing a long-term growth prospect for businesses equipped to meet these specialised needs.

Notice Information

Notice Title

Short Breaks Provision for Children and Young People with Disabilities

Notice Description

Please note: This is a Market Engagement Opportunity, not a Tender Opportunity. The Borough Council of Calderdale is seeking to review and develop short breaks provision for children and young people with disabilities. This includes both targeted provision (such as activities, sports, and leisure opportunities) and specialist provision (such as homecare, sitting services, and outreach). The service provision should align with the Calderdale "Being me and living a larger life" vision from the SEND and Alternative Provision Strategy 2025-2030: 'Supporting SEND is everyone's business, so that children and young people with specialist needs and disabilities live a larger life, are ready for school, and have hope and aspiration for their future. This vision recognises the uniqueness of every individual and our ambition to address health inequalities and poverty, ensuring Calderdale is the best place in the North of England for children and young people with SEND to grow up.'
