Notice Description

Lincolnshire County Council (LCC) recognise that some young people may need to live in Supported Accommodation and we will strive for them to be placed as close to home as possible where their needs can be best met where they can feel safe and supported within their accommodation, build resilience and are able to maintain good mental health and wellbeing, and transition successfully into adulthood and are able to live independently. The Council has a statutory duty under the Children Act 1989 to assess the needs of homeless Lincolnshire 16-17 year olds, including Children in Care (CiC), and ensure they are accommodated appropriately. Following a service review, the Council seek to commission Supported Accommodation for this cohort, the contracts for which will be in place from 1st April 2027 for a period of up to 5 years, with all Lots ending on 31st March 2032.: Lot 1: Lincolnshire Youth Housing Service - 44 units of self-contained accommodation in 3 locations (Boston x 10, Grantham x 10 and Lincoln x 20; Lincoln to include 4 units of solo accommodation for more complex young people) - indicative value over 5 years of PS13,570,000 over 5 years inc VAT Lot 2: Supported Accommodation - 4 units of solo occupancy supported accommodation - indicative value over 5 years of PS4,760,000 over 5 years inc VAT Lot 3: Supported Accommodation - 4 units of solo occupancy supported accommodation - indicative value over 5 years of PS4,760,000 over 5 years inc VAT Suppliers are able to tender for all relevant Lots if appropriate, and will be part of a wider range of Supported Accommodation that includes the Council's in-house provisions and individually commissioned solo Independent Supported Accommodation placements. All Suppliers wishing to tender must be registered with Ofsted as a Supported Accommodation provider in accordance with the Supported Accommodation (England) Regulations 2023. Suppliers should note that documents relating to TUPE (documents 7a and 7b) will be available within 5 working days from the tender start date of 28th April 2026. Subject to evaluation, and following the required standstill period, it is anticipated that final tender award will be confirmed in July 2026 - this will offer an adequate implementation period for the successful supplier(s) in advance of the contract(s) start date on 1st April 2027. Following feedback from pre-market engagement, the Council reserves the right to extend the start date for Lot 3 to up to 1st October 2027, though the end date would remain 31st March 2027. Lot Information

Lincolnshire Youth Housing Service for 16-17 year olds (Lot 1)

Renewal: Lot 1 may be extended by agreement, and following a review of the service KPIs in the 6-months prior to the end of the initial contract date of 31st March 2030. If an extension is agreed, Lot 1 will end on 31st March 2032.

Solo Supported Accommodation for 16-17 year olds (Lot 2)

Renewal: Lot 2 may be extended by agreement, and following a review of the service KPIs in the 6-months prior to the end of the initial contract date of 31st March 2030. If an extension is agreed, Lot 2 will end on 31st March 2032.

Solo Supported Accommodation for 16-17 year olds (Lot 3)

Renewal: Lot 3 may be extended by agreement, and following a review of the service KPIs in the 6-months prior to the end of the initial contract date of 31st March 2030, irrespective of any delayed start date. If an extension is agreed, Lot 3 will end on 31st March 2032.

Lincolnshire County Council Supported Accommodation 2027 Lincolnshire County Council Children's Services have completed a service review into Supported Accommodation and wish to update suppliers to inform them of the upcoming procurement opportunities. Children's Commissioning have previously engaged with professionals and suppliers (UK2 PME notice https://www.find-tender.service.gov.uk/Notice/035330-2025?)) to seek their views on Supported Accommodation and the needs of the cohort, and have also undertaken engagement with young people and service users. The Council wish to re-engage with suppliers of accommodation and support services who have a presence in Lincolnshire, or who would be interested in delivering and developing future services in county, to present the findings of the Supported Accommodation review, the outline of the planned service model and resulting forthcoming tender opportunities, and indicative tender start date for the contracts to be procured. Providers interested in offering supported accommodation for the 16-17 year old age group are invited to join representatives from the Service area and Children's Commissioning at a Teams event on Thursday 12th February 2026 2pm-3pm (14:00hrs to 15:00hrs) where there will be a short presentation of the intended model and an opportunity to ask questions of the panel.
