Summary of the contracting process

Cheshire East Council is planning a procurement process for 'Supported Living, Outreach and Day Opportunities Services', aimed at recommissioning these vital services. This initiative focuses on health and social work services within the UKD62 region, including Cheshire East, to deliver modernised care for adults over 18, as well as individuals transitioning into adulthood. Key procurement stages, such as market engagement events, are scheduled for Spring 2026. The procurement method is an open procedure under a ‘light touch’ regime, with the contract slated to commence in April 2027 and potentially running for up to seven years, reflecting extensions. The council's legal obligations are underpinned by the Care Act, ensuring service availability for local residents.

This procurement presents a significant opportunity for businesses specialising in care services, particularly those experienced in supported living, mental health, and services for individuals with learning disabilities or autism. With a gross budget of £350 million, there is a substantial market potential for small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) to participate. Interested providers have a chance to influence the service design by attending the council’s market engagement event at Macclesfield Town Hall on 3rd March 2026. This tender facilitates a collaborative approach with potential contractors to help shape a service landscape that is person-centred, sustainable, and effective in improving community outcomes.
