Summary of the contracting process

Cheshire East Council plans to recommission supported living, outreach and day opportunity services for adults over 18, including people aged 16 and over transitioning into adulthood. The services will support residents across Cheshire East with mental health needs, learning disabilities, physical disabilities, autism and challenging behaviour. Providers will be expected to deliver safe, personalised, high-quality care and support that promotes choice, dignity, control and quality of life, while providing value for money. The procurement is for health and social work services, including services delivered in supported living, outreach and day opportunity settings. It will replace arrangements currently commissioned through a complex-needs dynamic purchasing system and a day opportunities flexible purchasing system. Cheshire East Council is the buying organisation.

This procurement is at the planning stage: Cheshire East Council has announced its intention to procure but has not yet invited tenders. The expected method is an open procedure for a light-touch services procurement, using a framework agreement. There is one planned lot, with participation identified as suitable for SMEs and voluntary, community or social enterprises. The planned service commencement is 1 April 2027, with an initial period to 31 March 2032 and a possible extension to 31 March 2034; renewal options are indicated. The estimated gross value is £350 million. The Council expects the next notice to be published by 1 November 2026. It has arranged market engagement on 15 September 2026 in Macclesfield, with separate morning and afternoon sessions for supported living, and outreach and day opportunities providers.

The work is likely to suit established care and support providers, charities, social enterprises and smaller organisations with experience delivering personalised services for adults with mental health needs, learning disabilities, physical disabilities, autism or challenging behaviour. Relevant capability includes safe, person-centred support in supported living, outreach and day opportunity environments, with a clear focus on choice, dignity, independence, control and quality of life. Providers should prepare evidence of service quality, safeguarding, workforce competence and the ability to meet the needs of people with complex support requirements. Organisations interested in shaping the future service model can prepare to contribute views at the Council’s market engagement, which is intended to explore priorities, commissioning arrangements and the procurement timetable before the framework reaches the market.
