Summary of the contracting process

Great Torrington School, part of GTS Academy Trust, procured an outsourced school cleaning service in Devon. The requirement covers daily cleaning and deep cleaning outside term time across teaching areas, offices, circulation spaces and washrooms. The appointed contractor is also responsible for effective management and operational communication with the school, together with all legal, health and safety requirements associated with delivering the service. This is a cleaning services contract, including school cleaning services (CPV 90919300 and 90910000). The work is delivered at Great Torrington School in Great Torrington, Devon. PHP Law LLP acted as the procurement consultant and procuring entity for the school and trust.

The procurement is complete and the contract has been awarded and signed. Great Torrington School used an above-threshold open procedure. Six bids were received, with five reaching the final stage. Direct Cleaning Services SW Limited was awarded the single lot on 1 April 2026 for £700,000 excluding VAT and £840,000 including VAT. The contract was signed on 10 August 2026 and runs from 1 September 2026 to 31 August 2029, with possible 12-month extensions for up to two further years, to a maximum end date of 31 August 2031. Evaluation weighted price at 40% and quality at 60%, covering operating models, case study, management, monitoring, complaints, training, mobilisation and sustainability. Three relevant previous education-sector contracts of similar complexity were required to pass technical selection.

This award shows demand from an academy trust for a professionally managed school cleaning operation rather than a basic cleaning supply arrangement. A credible future competitor would need to demonstrate daily and term-time deep-cleaning capability across educational premises, with reliable staffing, recruitment, induction, training and absence cover. Evidence should include three comparable education-sector contracts of similar complexity, supported by detailed case studies. Strong operating and mobilisation plans, contract management, performance and quality monitoring, complaint handling, business continuity, reporting and financial management would be important. Suppliers would also need robust arrangements for equipment and materials, sustainability, legal compliance, health and safety, communication with school stakeholders and continuity of worker availability. The requirement was identified as suitable for SMEs, and the appointed supplier was an SME.
