Subject to available funding and successful delivery of Phase 1 and evaluation, the Council may at is discretion approve delivery of Phase 2 for year 3 from 01 September 2028 to 31 August 2029. A mobilisation period will run from 14 May 2026 to service commencement date on 01 September 2026 (see Mobilisation Section) and will be non-chargeable; no fees or cost incurred during this period will be payable by the Council.",
