Summary of the contracting process

The Police and Crime Commissioner for Cambridgeshire commissioned an all-age, all-gender sexual violence support service for Cambridgeshire and Peterborough. The countywide service includes an Independent Sexual Violence Adviser (ISVA) service and is intended to support people regardless of when the incident occurred or whether it was reported to the police. The work covers guidance, counselling, community health and wider health and social work support. Delivery spans Cambridgeshire and Peterborough. The buyer is a public authority responsible for policing and crime commissioning in Cambridgeshire. The requirement is therefore aimed at organisations able to provide specialist sexual violence support across both areas, rather than a single-site counselling or general community support service.

The procurement is complete and the contract has been awarded to Cambridge Rape Crisis Centre. The award date was 15 April 2026, with a standstill period ending on 1 May 2026. The contract was signed on 1 July 2026 and runs from 1 July 2026 to 31 March 2028, with three optional 12-month extensions available until 31 March 2031. Its value is £4,882,543.62 excluding VAT, or £5,859,052.34 including VAT. This was a single-lot, above-threshold open procedure using an accelerated timetable. Bids closed on 6 April 2026, and one valid bid was received. Evaluation weighted quality at 70% and price at 30%. The contract is active.

This award demonstrates established demand for a countywide specialist sexual violence service combining direct support with ISVA provision. A credible future competitor would need the operational reach to serve both Cambridgeshire and Peterborough and the capability to support all ages and genders. It would also need to provide help whether or not an incident was reported to the police and regardless of when it occurred, requiring flexible referral and case-support arrangements. The requirement was identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, and the successful supplier is a Cambridge-based SME and VCSE. Organisations with proven specialist sexual violence, counselling, advocacy and community-health delivery would therefore be well placed to compete when this requirement returns.
