Summary of the contracting process

Liverpool City Council is currently in the planning stage of procuring a Technology Enabled Care (Telecare) service. The aim is to provide a comprehensive range of digital and connected care solutions to support vulnerable residents in living safely and independently in their own homes. The main procurement category is services, specifically health and social work services, under a light-touch regime. This tender is being conducted via open procedure, welcoming all submissions through ProContract by 14th August 2026. The procurement process is above threshold, with engagement culminating in a contract scheduled to commence on 1st April 2027 and conclude on 31st March 2032. Interested parties should note key future dates including the enquiry period ending on 7th August 2026 and the planned market engagement session on 30th April 2026.

This opportunity presents significant potential for business growth particularly to SMEs and VCSEs actively involved in technology, digital wellbeing, and innovative care solutions. Companies that specialise in the delivery, installation, maintenance, and monitoring of telecare equipment, alongside those offering innovative digital tools and personalisation capabilities, are well-suited to compete. As Liverpool City Council pushes towards digital inclusion and a 'Technology First' approach across Adult Social Care, businesses able to offer data-driven solutions and support independent living will find significant opportunities to embed cutting-edge technologies into the social services framework. Leveraging this contract can lead to prestigious partnerships and reinforce market presence in the health and social care sector.

Notice Title

Provision of Tech Enabled Care (Telecare)

Notice Description

The requirements of this contract is to support the delivery of high-quality health and care services and integrated pathways, providing seamless care to improve health and wellbeing outcomes enabling people to live independently for as long as possible at home. The service commissioners recognises that we live in a digital age, and there are increasing expectations around the use of technology and connectivity. We also understand that in future, technology and connectivity will be far more intrinsically embedded into people's lives, and that we need to build the foundations to provide a different type of offer in Adult Services and Health (ASH) as well as the wider health and care ecosystem to respond to this. It is anticipated that the Provider will work in partnership with the Commissioners to deliver a modernised and innovative service to a wide range of service users across the Liverpool City Council Area. The Provider will deliver the supply, installation, recovery and recycling, emergency and routine maintenance of equipment, monitoring and both physical and telephone response for Telecare. Whilst working with the Service Commissioners to move to new digital technologies. The Commissioners are working towards a Technology Enabled Care Service, introducing new processes and technologies to change the operating model, introducing a technology first approach. The Provider will work in partnership with the Service Commissioners to ensure the new service is embedded in to practice and supports a technology first approach.

Planning Information

Liverpool City Council will undertake a second phase of market engagement to further test, refine, and validate the emerging service model for the future Technology Enabled Care (TEC) Managed Service. This phase will also provide an overview of the anticipated procurement approach ahead of the future tender publication. This forthcoming engagement session will be delivered via Microsoft Teams and will build on the insights gathered in February 2026. The Council will engage with providers across the TEC, digital wellbeing, monitoring, sensor‑technology, and innovative care‑technology sectors to explore more detailed aspects of service design, commercial options, and delivery models. This activity supports the Council's wider transformation agenda, which seeks to move from a traditional prescriber‑led telecare model to a data‑driven, outcomes‑focused TEC ecosystem embedded within Adult Social Care. Please note: This engagement does not form part of any current or future procurement process. Participation or non‑participation will not influence the outcome of any future competitive exercise. No financial or contractual commitment arises from taking part.
