Summary of the contracting process

NHS Surrey and Sussex Integrated Care Board commissioned NHS Tier 2 Intermediate Minor Oral Surgery services for adolescents and adults registered with dental practices in Surrey and eligible Surrey residents. The service covers Level 2 oral surgery for dentally anxious and medically complex patients, with sedation where clinically appropriate. Three locality lots provide oral surgery without sedation: Reigate and Banstead, Tandridge, Epsom and Ewell, Mole Valley and parts of Elmbridge; Guildford, Waverley and Farnham; and Woking, Runnymede, Spelthorne and Surrey Heath. A fourth lot provides county-wide sedation services to help patients who need sedation receive treatment in primary care. The aim is to provide accessible local care and reduce pressure and waiting times at secondary care centres. This is dental practice and related work (CPV 85130000), delivered across Surrey.

The procurement has been awarded and the contracts are active. Mos Solutions Ltd was selected for all four lots. The contract values are £3,728,767 for the Reigate and Banstead, Tandridge, Epsom and Ewell, Mole Valley and Elmbridge area; £3,785,777 for Guildford, Waverley and Farnham; £3,373,909 for Woking, Runnymede, Spelthorne and Surrey Heath; and £1,146,355 for the county-wide sedation service. Each value includes an optional two-year extension. All four contracts were signed on 12 October 2026 and are intended to run to 31 March 2031, with a five-year initial term and option to extend by up to two years. The open competitive process used a pass/fail assessment of basic selection criteria, then scored quality and innovation (45%), access, health inequalities and choice (25%), integration, collaboration and sustainability (15%), social value (10%) and value (5%).

This award demonstrates demand from NHS Surrey and Sussex ICB for locally delivered Level 2 oral surgery, including provision for adolescents, adults, dentally anxious and medically complex patients. Credible providers need the clinical capability and operational capacity to deliver the defined service across their chosen Surrey locality, or to provide sedation across the county. The service is intended to improve equitable access to high-quality, cost-effective care and reduce reliance on secondary care centres, so a competitive future provider would need a convincing plan for integration, collaboration and service sustainability as well as service quality and innovation. The evaluation also gave substantial weight to improving access, reducing health inequalities and facilitating patient choice, with social value and value for money considered. Twelve bids were recorded for each of the first two locality lots, eleven for the third and eight for sedation.

Notice Description

NHS Surrey and Sussex Integrated Care Board has awarded contracts for the provision of Intermediate Minor Oral Surgery (IMOS) services for patients registered with dental practices in Surrey and eligible residents within Surrey, The services provide Level 2 Oral Surgery care for adolescents and adults, including dentally anxious and medically complex patients, with sedation services available where clinically appropriate. The procurement was divided into four lots covering Surrey localities and a county-wide sedation service. The contracts are intended to run until 31 March 2031, with the option to extend for up to two additional years. At point of advertisement, the Contracting Authority was NHS Surrey Heartlands Integrated Care Board (ICB). In April this year (2026) NHS Surrey Heartlands ICB and NHS Sussex ICB merged to form NHS Surrey and Sussex ICB. The awarding Contracting Authority is Surrey and Sussex and ICB and therefore, for ease of reference will be used throughout this notice. This process is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.

Lot 1

NHS Surrey and Sussex ICB sought providers who have the capability and capacity to deliver NHS Tier 2 Oral Surgery services in Surrey, in line with the specified requirements. Lot 1 covers the districts and boroughs of: Reigate & Banstead, Tandridge, Epsom & Ewell, Mole Valley, and parts of Elmbridge. Lot 1 are for oral surgery services, without sedation. The aims of the service are to: * ensure that equitable, accessible, cost effective, high quality Level 2 Oral Surgery services are available to the public locally. * release pressures and waiting times for treatment at secondary care centres. This notice confirms the intention to award a contract under the competitive process for the provision of NHS Tier 2 Oral Surgery services. The services are intended to be delivered up to 31 March 2031, with an option to extend for up to two additional years. The approximate lifetime value of the contract is PS3,728,767 (including optional extension period). This is an existing service which is being awarded to a new provider.

Options: Optional 2 year (24 month) extension.

Lot 2

Lot 2 covers oral surgery services without sedation. The aims of the service are to: * ensure that equitable, accessible, cost effective, high quality Level 2 Oral Surgery services are available to the public locally. * release pressures and waiting times for treatment at secondary care centres. This notice confirms the intention to award a contract under the competitive process for the provision of NHS Tier 2 Oral Surgery services. The services are intended to be delivered up to 31 March 2031, with an option to extend for up to two additional years. The approximate lifetime value of the contract is PS3,785,777 (including the optional extension period). This is an existing service which is being awarded to a new provider.

Options: Optional 2 year (24 month) extension.

Lot 4 covers the County-wide Sedation Service across Surrey. The aims of the service (with Sedation) are to: * ensure that equitable, accessible, cost effective, high quality Level 2 Oral Surgery services are available to the public locally * increase the availability and accessibility of the primary care based Level 2 services to those patients who require sedation to support them to receive a minor oral surgical procedure locally * release pressures and waiting times for treatment at secondary care centres This notice confirms the intention to award a contract under the competitive process for the provision of the County-wide Sedation Service in support of NHS Tier 2 Oral Surgery services. The services are intended to be delivered up to 31 March 2031, with an option to extend for up to two additional years. The approximate lifetime value of the contract is PS1,146,355 (including the optional extension period). This is an existing service which is being awarded to a new provider.
