Summary of the contracting process

Cornwall Council is procuring an adult placement and care service under the Shared Lives model. The service supports adults who live in the home of a Shared Lives Carer and receive the care and support they need. It is predominantly for adults with learning disabilities and/or autism, and also supports older people and people with mental health conditions. The requirement includes long-term placements and short breaks, with individual placements matched to suitable carers according to availability and the individual’s needs. The work is delivered in Cornwall and is classified as social work and related services. Cornwall has an established Shared Lives provision supporting around 115 people long-term and around 60 people through regular short breaks. This is a social care services opportunity for providers able to recruit, support and manage Shared Lives Carers.

The procurement has reached tender: Cornwall Council invited offers through an open procedure. It is a single-lot light-touch services procurement and will establish an open framework for up to 10 participants. Framework contracts will be awarded without reopening competition, with individual placements made by direct award according to carer availability and the match with each person receiving care. Enquiries close at 17:00 on 28 August 2026 and offers close at 17:00 on 4 September 2026. The planned award decision date is 30 November 2026, and the contract period is 1 April 2027 to 31 March 2031. The estimated value is £18 million excluding VAT, or £19 million including VAT. Evaluation is 70% quality, 10% social value and 20% price, including acceptance of the fee methodology and defined fee rates.

The opportunity suits established adult social care providers, Shared Lives organisations and voluntary, community or social enterprises, and is identified as suitable for small and medium-sized businesses. Applicants must be registered with the Care Quality Commission and demonstrate relevant contract experience. Strong capability in adult placement services, safeguarding, care planning, recruiting and supporting Shared Lives Carers, and matching carers with people’s needs will be important. Providers should be able to deliver both long-term support and regular short breaks across Cornwall, manage placements consistently, and evidence quality through clear method statements. The framework is intended for use by local authorities in the South West, so suppliers with regional infrastructure, partnership experience and capacity to coordinate individual placements may be well placed to compete. Social value commitments form part of the evaluation.
