Young People Drug and Alcohol Prevention Service
Notice Description
The service will continue to support young people up to 21, with adult services taking over from 21. For 18-21-year-olds needing clinical treatment. It aims to help young people make informed choices about substance use and raise awareness of associated risks. Support extends to parents, carers, schools, colleges, and statutory services. Delivery occurs in accessible community venues across Kirklees. Interventions include one-to-one sessions, early support, harm reduction, family-focused work addressing hidden harm, clinical care, group activities, professional training, and assistance for early help and social work teams. The service will support young people engaging in early risk-taking behaviours, including experimentation and recreational substance use. Increased vulnerabilities and complexities and prevalent amongst those accessing specialised services. Specialist support is available for young people at risk of criminal exploitation, young people involved in gangs, county lines and dealing drugs. There is more focus around hidden harm support to young people including a strategic approach to support primary and secondary education. The service provides for increasing referrals to young people per quarter requiring Hidden Harm interventions. They ensure equity of support across vulnerable groups of young people, ensuring early intervention and prevention work is increasing and is being really effective identifying at risk young people through a substance misuse lens. Support is provided in relation drugs education in schools. Dedicated specialist workers are provided for YOS, sexual exploitation, LAC, children and families and hidden harm, targeted interventions.

The relative importance of the key criteria, and associated rationale for the relative importance of the key criteria, that was used for the provider assessment and form the basis on which the decision to award the contract has been made areas follows: Quality and Innovation - 30% A safe and effective service model delivered to achieve the outcomes stated in the service specification e.g. KPI's and quality measures achieved. Provider to demonstrate understanding of need and outcomes including target cohorts, place-based context, statutory duties and desired outcomes. Provider to outline service delivery model and methodology including end to end pathways / process map, referral, triage and escalation. A focus will be placed on measurable checkpoints and adaptable operating model. Provider to demonstrate the importance of service improvement and innovative ways of working to ensure the service offer is equitable and reduces inequalities. Provider to demonstrate ability to work in creative partnership. Provider to demonstrate how they will work to improve identification and support for patients who are using drugs and/or alcohol, both internally across departments, and externally with community treatment providers. Provider to illustrate how they plan to improve internal processes and systems. Assessment of Quality and Innovation demonstrated by current services provided. Leadership - are collaborative and governance arrangements are in place. Value - 15% The service provided can demonstrate value for money. Financial report to include incoming and outgoing expense data, to detail spend against budget and evidence financial planning. Integration, Collaboration & Service Sustainability - 25% Evidence of multi-agency partnership working and integration with other Kirklees services and systems. Evidence of provider supporting the delivery of the outcomes of the Kirklees Drug and Alcohol Strategy. Evidence of provider contributing towards the aims and outcomes of the Kirklees Combatting Drugs Partnership. Provider to ensure services are well integrated across the Kirklees system and seek opportunities to collaborate with other services, e.g. embedding into relevant policy, strategy and through attending partnership meetings. Provider will demonstrate how they provide reasonable adjustments, including quiet appointments, accessible premises. Provider will demonstrate how they are inclusive by design, including proactive support around language barriers and communication difficulties. Provider will demonstrate how services will be co-designed to address barriers (language, trust, stigma, immigration status, homelessness, justice contact). Resources are targeted effectively according to need, based on data and insight. Services work towards increasing equity and reducing inequalities. Social Value - 10% Evidence that where possible, the provider seeks to employ, buy and invest locally.
