Summary of the contracting process

West Mercia Energy established a UK-wide open framework for the supply and installation of solar photovoltaic systems, including solar panels and roof-mounted installations. The work supports energy-efficiency improvements and decarbonisation, with public buildings—particularly schools—expected to account for most projects. Other settings may include council buildings and town halls. The framework is divided into ten geographical lots: North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London, South East, South West and Wales. It is intended for use by public sector organisations across the UK, including local authorities, education providers, police, fire and rescue services, NHS bodies and charities, as well as private organisations delivering public services. Framework users can choose managed or self-service procurement.

The procurement is complete: awards were made on 13 May 2026 and contracts were signed on 29 June 2026. The framework uses an open, competitive procedure and permits call-offs by further competition or direct award. Each of the ten regional lots has an awarded value of £8 million excluding VAT (£9.6 million including VAT); these are separate lot values, not a combined total. Each contract runs from 30 June 2026 to 28 June 2034. Five suppliers were appointed to each lot: North East, North West and East of England—Myriad Heat and Power Products, Dodd Group (Midlands), Broad Oak Properties, Jackwolf Group and The Low Carbon Energy Company; Yorkshire and the Humber—those first four plus Carbon3; East and West Midlands and South East—Dodd Group, Broad Oak Properties, GSM, Jackwolf and Carbon3; London—Broad Oak Properties, GSM, Jackwolf, The Low Carbon Energy Company and Solmatix; South West—Dodd Group, Broad Oak Properties, GSM, EX2 Group and Jackwolf; Wales—Broad Oak Properties, GSM, Jackwolf, The Low Carbon Energy Company and Carbon3. Evaluation weighted quality at 80% and price at 20%.

This award demonstrates sustained public-sector demand for solar supply and installation across the UK, particularly for school buildings and other public facilities. A credible competitor for similar work would need to deliver complete installation projects and demonstrate both strong technical quality and competitive pricing, since quality carried four times the evaluation weight of price. The framework appointed multiple suppliers in every region, including SMEs, so the market was not limited to large contractors. Suppliers should be equipped to serve public-sector clients through either a managed or self-service procurement route and to compete for individual call-offs. The framework charges suppliers a fee recovered from them by West Mercia Energy; the stated fee range is 0.5% to 2% of each call-off’s final value, plus applicable VAT, and must be allowed for when pricing.

WME is looking to receive applications from suppliers to join a multi supplier Open Framework to carry out energy efficiency improvement works in but not limited to any public sector buildings including Schools, Council buildings and Town Councils. It is envisaged that most of the works will be conducted on school buildings. In May 2024 WME awarded Barker Associates a single supplier framework for Decarbonisation Solutions for the education sector. This framework will broaden WME's decarbonisation services to cut energy use, improve building efficiency, and reach net zero. In establishing this framework, Barker Associates have supported WME with technical advice and support, including, but not limited to; providing support with drawing up the tender document, technical specifications and will support in subsequent tender evaluations. Once the framework has been established it is envisaged that Barker Associates will utilise the framework to call off contracts to support their work as our decarbonisation partner. This work will include preparation of ITT documents, supporting with clarification questions, offering technical support and evaluation of the competitive selection process. If the Contracting Authority wishes to utilise their own technical advisors, then the framework will permit that. During the first 12 months of the award of this framework. WME will only offer the fully managed procurement service to Contracting Authorities utilising Barker Associates consultancy services. This exclusion is designed to ensure any teething problems have been ironed out prior to expanding this service to other consultants/contractors.
