This project falls under the category of water plumbing work and is part of the Pagabo Mechanical & Electrical Solutions Framework. The procurement was facilitated using a limited method without prior publication, adhering to the regulations of established framework agreements. The award was given to JackWolf Group Ltd, an SME located in Walsall, following a competitive call-off. This procurement presents significant business growth opportunities for SMEs specialising in mechanical and electrical solutions, particularly those adept in handling infrastructure upgrades, like water systems. Companies with a strong reputation in delivering high-quality work, ensuring safety compliance, and managing large-scale projects efficiently would be well-suited for such tenders. Engaging with framework agreements like Pagabo positions businesses to secure repeat work across similar institutions where direct competitive bidding through frameworks is increasingly preferred, enhancing their visibility and reputation in the sector.

Notice Title

PCSA - Water System Replacement Works (E & G Corners) - Pagabo Mechanical & Electrical Solutions Framework Call-Off

Notice Description

Aston University has awarded a Pre-Construction Services Agreement (PCSA) to Jackwolf Group Limited for the Water System Replacement Project within E and G Corners of the Main Building. The appointment has been made via a further-competition call-off under the Pagabo National Framework for Mechanical and Electrical Solutions.

Lot Information

Lot 1

The procurement covers the provision of pre-construction services required to support the Water System Replacement Project for E and G Corners of the Main Building at Aston University. The existing water infrastructure presents significant operational and health and safety risks, including extended turnover times and an increased risk of legionella contamination, due to ageing and inefficient pipework.

Procurement Information

The contract has been awarded without prior publication because it is a call-off from an established and compliant framework agreement, in accordance with Regulation 33 of the Public Contracts Regulations 2015 (PCR 2015). The Pagabo National Framework for Mechanical and Electrical Solutions was itself advertised openly at EU/UK level and competitively tendered, with the Contract Award Notice published on the Find a Tender Service under Notice ID 2023/S 000-027311. As the framework was lawfully procured under PCR 2015 through a fully compliant tender process, the University is legally permitted to award contracts under the framework without issuing a new call for competition. Regulation 33(5) PCR 2015 expressly permits contracting authorities to select a supplier and award a contract by running a further competition between framework suppliers, which is the procedure used for this award. A further-competition mini-competition was conducted with eligible framework suppliers in accordance with the rules of the Pagabo framework. The framework sets out all terms governing the procurement, including the scope of services, pricing mechanism, and call-off procedures. The University has followed those procedures fully. Therefore, the award of this PCSA following a framework further-competition is lawful and does not require a separate Contract Notice or prior publication in the Official Journal of the European Union or the Find a Tender Service.
