Summary of the contracting process

Bassetlaw District Council procured physical security enhancements for Retford Town Square to meet the requirements of Martyn’s Law. The works covered a preliminary archaeological site investigation and ongoing watching brief; removal and relocation of non-compliant street furniture; installation of three attack-resistant rise-and-fall bollards, including excavation of the pits; around 15 attack-resistant fixed bollards; and around 15 items of attack-resistant street furniture, including benches and seats. The procurement combined works with archaeological services and was managed by Welland Procurement. Delivery was in Retford, within Bassetlaw. The opportunity was divided between archaeological investigation, bollard installation, and installation of bollards and benches. It therefore suited suppliers able to deliver physical security and public-realm works, archaeological services, or coordinated packages involving both.

The procurement is complete and all three lots were awarded on 2 April 2026 to AWJ Building Solutions Ltd. Lot 1, archaeological investigation, was awarded at £15,000 gross; Lot 2, bollard installation, at £90,000 gross; and Lot 3, installation of bollards and benches, at £80,000 gross. Contracts were signed on 7 July 2026. Each contract runs from 7 July to 31 August 2026. This was a below-threshold open competition. Enquiries closed on 25 February 2026 and tenders closed at noon on 6 March 2026. Each lot was evaluated on quality weighted at 60% and price at 40%. Six bids were received for Lot 1 and five each for Lots 2 and 3; three final-stage bids were recorded for every lot. All three awards and contracts are active.

This procurement demonstrates demand from Bassetlaw District Council for town-centre security and public-realm improvements delivered alongside archaeological controls. A credible future competitor would need practical experience installing attack-resistant rise-and-fall and fixed bollards, excavating and reinstating public surfaces, removing or relocating street furniture, and supplying or installing robust benches and seats. Archaeological capability is relevant where investigations and watching briefs must run alongside construction. Suppliers should be able to work safely in an occupied town square, coordinate several disciplines, and demonstrate reliable delivery of quality-focused works. The participation profile shows that small and medium-sized enterprises were able to reach the final stage across all three lots, indicating that specialist firms and appropriately structured local or regional contractors can compete through this buyer’s open route.
