Summary of the contracting process

Leicester City Council is procuring a new citywide Community Led Family Support Service for Leicester. The process has reached tender: Leicester City Council invited offers through an open competitive flexible procedure for one supplier. Stage 1 covers compliance, conditions for participation, quality and price assessment, scoring and moderation; up to three highest-scoring tenderers may proceed to clarification interviews before the award recommendation. Questions were due by 17 August 2026 at 12:00 BST and tenders by 2 September 2026 at 12:00 BST, with electronic submission through the Proactis portal. The award decision was scheduled by 21 October 2026. The initial contract period is 4 January 2027 to 3 December 2030, with extensions available on a two-plus-two basis to 3 January 2034, subject to funding. The estimated value is £2,800,000 excluding VAT, or £3,360,000 including VAT. Evaluation is 70% quality and 30% price.

The requirement is suitable for small and medium-sized enterprises and voluntary, community and social enterprises. It is intended for a single provider, so bidders should be able to manage a citywide service and demonstrate sufficient organisational capacity, partnership working and relevant service-delivery experience.

The Council would like to invite Suppliers to submit a Tender for selection of a single Supplier to provide a Community Led Family Support service to improve children's daily lived experience by supporting families to make and sustain changes in relation to neglect, parenting capacity, routines, home conditions, family functioning and engagement with support. The total possible contract duration is seven years, which consists of an initial term of three years with the option to extend for up to a further four years on a two plus two basis subject to funding.
