Summary of the contracting process

Leicester City Council is currently managing a procurement process in the services category, specifically focusing on Community Led Family Support Services. This initiative is aimed at providing sustained support for families dealing with neglect issues that do not yet require statutory intervention. The procurement process is currently in the tender stage with an end date for tender submissions set for 2nd September 2026. The contract, which initially lasts for three years with potential extensions totalling up to seven years, carries a gross value of £3,360,000. The programme will be implemented across the United Kingdom, with specific focus on areas within Leicester, and opens up the opportunity for businesses that align with social work and related services, classified under CPV code 85300000. The procurement follows an open, competitive flexible procedure that allows electronic submissions via the Proactis portal.

This tender presents significant opportunities for businesses, particularly those in the social services sector or organisations capable of providing innovative, community-led support solutions. Small and medium enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) are specifically encouraged due to their proven agility and community integration, which are vital for the long-term engagement and trust-building required by the contract. Firms engaging in social work or community-based support services, especially those adept in comprehensive family and individual support, will find this a prime opportunity to expand their operations and contribute to meaningful social impact by addressing neglect in family environments.

Planning Information

As part of the commissioning process, the authority is undertaking a soft market test. This gives potential providers and other stakeholders the opportunity to express their interests and feed in their views about the potential service model and specification principles. The commissioners will use the information to appraise options and further develop the specification. This process does not constitute a formal tender or other competitive bidding process and will not result in the letting of a Contract. The authority is using this process solely to test the market to gather information and ascertain the level of interest in this particular service. There are therefore no formal criteria which we will use to judge your responses and it is not our intention to provide any feedback.
