Summary of the contracting process

The contract titled "SPFT - GP Primary Care input to Forensic Services Hellingly" has been awarded by Surrey and Borders Partnership NHS Foundation Trust, based in Leatherhead, Surrey. This procurement falls under the Health Services category and is specifically aimed at providing GP support to forensic inpatient units in Hellingly, located in the UKJ25 region. The contract was awarded under urgent circumstances according to the Health Care Services (Provider Selection Regime) Regulations 2023, bypassing the typical Public Contracts Regulations 2015. The procurement process followed a limited method, without prior publication of a call for competition, and the contract was signed on 9th January 2026 for a value of £45,000. The tender stage is complete, and the contract is active, having been awarded to Battle Road Medical Centre in East Sussex.

This procurement presents significant business growth opportunities, particularly for small and medium-sized enterprises (SMEs) operating in the health services sector. Businesses with existing expertise in GP support services, especially those already familiar with the local healthcare landscape and forensic services, stand to benefit. The specific urgency and tailored nature of this contract suggest that closely aligned and agile healthcare providers, such as GP practices capable of rapidly adapting to regulatory and operational demands, would be well-suited to compete in similar future procurements. Additionally, organisations with the ability to quickly mobilise resources in response to pressing healthcare needs could find lucrative opportunities in similar urgent contract awards.

Local intelligence shows that other local practices unlikely to be interested in bidding for a contract.

PSR states that where a contract is awarded under the above circumstances, the Authority must set the length of contract to be only as long as is strictly necessary to address the urgent situation and to conduct a full award process for that service at the earliest feasible opportunity. If the term is to be longer than 12 months relevant authorities must justify and record this decision.

For this contract award intelligence gathered from other local practices indicates that if n competitive MSP approach was taken (on the basis that procurement would be limited to GP practices, and they would be local to Hellingly), Battle Road would be the practice most willing and appropriate to deliver the contract.
