Summary of the contracting process

London Councils procured tax advice and financial accountancy consultancy for the Pan London Secure Children’s Home project. The work supports the end-delivery and implementation stage, while identifying dependencies from earlier project phases. The advice is intended to help determine the most suitable service-delivery model for the new provision, including accounting treatment, taxation, company structure and governance. It should identify ways to maximise benefits, mitigate risks and assess alternative delivery models. The advice also needs to inform the project’s financial modelling by indicating the scale and timing of identified risks. The main service category is tax consultancy, with the work delivered for the London Councils project in the United Kingdom.

This procurement is complete following a below-threshold limited competition. KPMG LLP was awarded the single lot for tax consultancy services, and the contract was signed on 30 January 2026. The contract period runs from 23 July 2026 to 9 February 2027, with a possible extension to 9 February 2028 by mutual consent. The contract value is £100,000, with a gross value of £367,519. On 23 July 2026, London Councils exercised the option to extend and complete Phase 2 and Phase 2.1. Phase 1 covered feasibility and discovery; Phase 2 covers detailed analysis and tax and accountancy reporting; Phase 2.1 covers tax advice and accountancy advice. The procurement used limited competition rather than an open procedure.

This requirement suits firms able to combine tax consultancy with financial accountancy advice for complex public-sector development projects. A credible competitor would need to assess accounting treatment, taxation, company structure and governance, and translate that analysis into practical service-delivery options. It would also need to challenge relevant legal advice where appropriate, identify dependencies between project phases, and distinguish benefits from financial, tax and governance risks. Strong capability in financial modelling would be important, particularly the ability to quantify the scale and timing of risks for inclusion in project models. Experience producing clear advice and reports for a public authority, its project team and retained legal advisers would strengthen a future response.
