Summary of the contracting process

Luton Council intends to commission supported accommodation services for looked-after young people and care leavers. The service will cover two groups: young people aged 16 and 17, and care leavers aged 18 to 25. It is social work with accommodation, providing safe, homely and nurturing housing with support to help residents live semi-independently, develop practical skills and prepare for adult life. The 16–17 service must meet the Supported Accommodation (England) Regulations 2023 and provide care in accommodation registered with Ofsted. Ofsted registration is not required for services for 18–25-year-olds. Accommodation must be located within a 30-mile radius of Luton Town Hall. This is not a requirement for domiciliary care or adult supported living services.

The procurement is at the planning stage: Luton Council has stated an intention to procure, but this is not an invitation to tender. The expected approach is a light-touch open framework under the Procurement Act 2023, with two lots covering 16–17-year-olds and 18+ care leavers. The estimated value is £18,000,000 excluding VAT (£21,600,000 including VAT). The anticipated contract period is 1 April 2027 to 31 March 2037. A Meet the Buyer update event is planned for 17 September 2026 at 11:00 via Microsoft Teams. The council expects the next notice to be published on 21 September 2026. Providers will need to demonstrate value for money, and both lots are identified as suitable for SMEs and VCSEs.

This will suit established supported-accommodation providers that already have suitable, active accommodation and can accept referrals from the start of the contract. Providers should be able to deliver safe accommodation and structured support that develops independence, life skills and readiness for adult life, rather than care delivered in a person’s home. Experience supporting looked-after children and care leavers will be relevant. Organisations offering services to 16–17-year-olds will need active Ofsted registration and the ability to meet the 2023 supported-accommodation regulations; providers serving 18–25-year-old care leavers do not need that registration. The work is open to SMEs and voluntary, community or social enterprises, subject to demonstrating value for money.

Notice Description

Luton Council with to commission Ofsted registered Supported Accommodation Services for young people aged 16 & 17 years and services for 18-25 years (Ofsted registration not required). A 'young person' includes any person who is a looked after child or care leaver who is living in supported accommodation either through a placement or arrangement by the Local Authority. Supported accommodation is intended to provide good quality accommodation with support to enable young people to live semi independently, develop skills and prepare for adult life whilst keeping them in a safe, homely and nurturing environment. The Supported Accommodation (England) Regulations 2023 (the Regulations) requires all supported accommodation providers to register with Ofsted if they are providing care for young people aged 16 and 17 years of age. There will be Lots split between 16-17 years and 18+ Care Leavers. The Lots are aligned to the Categories of Accommodation as detailed in the Ofsted Regulations. This procurement process will be a light touch open framework under the Procurement Act 2023.
