Summary of the contracting process

Cornwall Council has completed a procurement process for Supported Temporary Accommodation (STA) services, awarding the contract to Home Group Ltd. The procurement targets the industry category of health and social work services, specifically social work services with accommodation. Situated in Cornwall, UK, this initiative aligns with the Council's strategy for preventing homelessness and rough sleeping from 2025 to 2030. The process follows the Light Touch Regime (LTR) under the Procurement Act 2023 and has been concluded through a direct award. The contract commenced on 1 April 2026 and is set to run until 31 March 2031, with options for extension, potentially lengthening to 2036. This award results from exclusive rights held by Home Group Ltd, ensuring that they deliver the necessary services in accordance with legislation. Critical documents were published on 17 April 2026, underscoring transparency and compliance.

This contract offers significant opportunities for business growth, particularly for organisations specialising in social work and support services. With a total value exceeding £1.9 million and having a scope covering multiple units across Cornwall, it presents an avenue for specialised service providers to engage with Cornwall Council and enhance their market presence. Companies embedded in offering trauma-informed and strengths-based support can leverage this contract to establish long-term relationships with local authorities and secure financial stability amid service delivery challenges. Businesses able to demonstrate expertise in person-centred approaches, especially with regards to tenancy readiness and independent living, would find this tender particularly rewarding. Additionally, given the exclusive rights involved, ensuring compliance and safeguarding practices will be crucial for continued partnership.

Procurement Information

The contracting authority is applying Section 41 of the Procurement Act 2023, relying on the lawful justification set out in Schedule 5, Paragraph 5. Home Group Ltd possesses exclusive rights arising from its long-term leasehold and legal interest in the accommodation units required for delivery of the Supported Temporary Accommodation service. Under Schedule 5, Paragraph 5(a)-(b), only the rights-holder can lawfully permit service delivery within these premises, and no reasonable alternative supplier or site exists. This is confirmed by market engagement and soft-market testing, which demonstrated that no other provider could supply the required service without acquiring those property rights.
