Summary of the contracting process

Southend-on-Sea City Council procured transitional supported housing services for people aged 18 to 65 who are ex-offenders or at risk of offending, subject to prior approval. The requirement combines housing with related support, including social work services with accommodation and accommodation and office services. The service is intended to support and house service users and is delivered in Southend-on-Sea for the council. The procurement covers a single completed requirement, with the published service classifications including housing services (CPV 70333000), social work services with accommodation (CPV 85311000), and accommodation and office services (CPV 98340000). The appointed provider is Home Group Limited, a large housing and support organisation.

The procurement is complete and the contract has been signed following the standstill period. It was a below-threshold direct award justified on a single-supplier basis for service continuity: Home Group owns the building and provides the support there. Two active awards and contracts are recorded for the single lot, both to Home Group Limited. One contract was signed on 12 December 2025 and runs from 1 April to 30 June 2026, with a value of £25,629.50 excluding VAT (£30,755.40 including VAT). The other was signed on 25 August 2026 and runs from 1 October 2026 to 31 March 2027, valued at £51,259. The procurement was evaluated through the direct-award justification rather than a competitive tender.

This award indicates demand for integrated supported housing in which the provider controls, or has secure access to, suitable accommodation and can deliver housing-related support on site. A credible future supplier would need experience supporting adults aged 18 to 65 who are leaving custody or are at risk of offending, together with the ability to manage accommodation and associated office and social-work services. Continuity of service is important: the selected provider was considered uniquely viable because it owned the building and already delivered support there. Competitors would therefore need an established local housing portfolio or dependable access to suitable properties, operational capacity to provide both accommodation and support, and evidence that they can maintain safe, stable placements for this client group.
