Summary of the contracting process

The procurement process by Cornwall Council aims to commission Supported Temporary Accommodation (STA) services across Cornwall. The contract, issued on 31st March 2026, is part of the strategic recommissioning aligned with Cornwall Council's Preventing Homelessness and Rough Sleeping Strategy 2025–2030. Under the Light Touch Regime as per the Procurement Act 2023, this involves direct award to Coastline Housing Ltd., given their unique ownership rights necessary to deliver these services. The main objective is to support homeless households owed a housing duty under the Homelessness Reduction Act 2017 using a trauma-informed, strengths-based approach. Essential dates include the contract start on 1st April 2026 and its potential extension until 31st March 2036.

This procurement offers significant opportunities for large-scale businesses specialising in social work services with accommodation, particularly those with a focus on homeless support services. Although the contract is directly awarded to Coastline Housing Ltd., businesses in similar sectors can gain insights and identify strategic partnerships or future tenders in Cornwall's housing and social care industry. Businesses with experience in delivering trauma-informed care and managing supported accommodations may find potential growth in aligning with councils looking to enhance social care and support services within their region. Additionally, it's vital for other suppliers to evaluate their positioning and property rights to meet future demand in such inclusive and socially impactful procurement activities.

Procurement Information

The contracting authority is applying Section 41 of the Procurement Act 2023, relying on the lawful justification set out in Schedule 5, Paragraph 5. Coastline Housing Ltd possesses exclusive rights arising from its ownership and long-term legal interest in the accommodation units required for delivery of the Supported Temporary Accommodation service. Under Schedule 5, Paragraph 5(a)-(b), only the rights-holder can lawfully permit service delivery within these premises, and no reasonable alternative supplier or site exists. This is confirmed by market engagement and soft-market testing, which demonstrated that no other provider could supply the required service without acquiring those property rights.
