Summary of the contracting process

Bassetlaw District Council contracted for comprehensive civil engineering and associated works across the Bassetlaw District in Nottinghamshire. The scope covers planned capital works and reactive maintenance, including surveying, preparing scopes of work, emergency call-outs, diagnosis and repairs. Specific activities include excavation, drainage, roads and paving, brickwork and blockwork, fencing, landscaping and reservoir works. The work is classified as civil engineering and construction works (CPV 45200000). Bassetlaw District Council is the buyer, with Welland Procurement managing the procurement. Delivery is within the council’s jurisdiction, centred on Bassetlaw and its communities in Nottinghamshire. The requirement is a single, district-wide service covering both scheduled projects and responsive works rather than separate specialist packages.

This procurement has been awarded and the contract is active. Bassetlaw District Council used an open procedure, with seven valid final-stage bids. C.P.S. (Contractors) Limited was awarded the contract on 24 March 2026. The award value was £6,933,139.44 including VAT (£5,777,612.20 excluding VAT). The contract was signed on 28 May 2026 for the period 28 May 2026 to 27 May 2029, with an option for two one-year extensions, subject to satisfactory performance and council requirements; the maximum possible end date is 27 May 2031. Evaluation was based on 40% price and 60% quality, including eight quality questions and a 10% social-value element. The contract uses the JCT Measured Term Contract 2024 with Part B amendments.

This award shows a substantial, recurring requirement for a contractor able to combine civil engineering, building and external works across a district-wide maintenance programme. A credible competitor would need proven experience in excavation, drainage, roads and paving, brickwork and blockwork, fencing, landscaping and reservoir works, together with the ability to survey sites and develop scopes for both planned and reactive tasks. Capacity for emergency call-outs, rapid diagnosis and responsive repair is important alongside delivery of planned capital works. The procurement was marked as suitable for SMEs and VCSEs, although all seven valid bidders were recorded as large organisations. Future credibility would therefore depend on demonstrating broad technical coverage, reliable operational capacity, quality delivery and a clear social-value approach, not price alone.
