Summary of the contracting process

The Home Office is planning to procure a hosting capability supplier for its Enterprise Networks & Infrastructure function. The requirement covers comprehensive 24-hour, 365-day operational support, engineering, transformation and service delivery across the Home Office technology estate. Services are expected to span on-premises, cloud and hybrid platforms, hosting, networks, infrastructure, datacentres, storage, backup, virtualisation, operating systems, cloud services and management tooling. The supplier will support legacy infrastructure and applications, including modernisation, while integrating service elements currently delivered through Network Capability Services and Private IaaS contracts. The work will combine hosting, platform, cloud, network and infrastructure operations under one integrated model, working with Home Office engineering teams, technology partners and other service providers across the Home Office estate.

This procurement is at the planning stage and is not yet an invitation to tender. The Home Office expects to make a competitive award under a framework using a selective procedure, with one planned lot. The estimated value is £183 million excluding VAT and £196 million including VAT. The anticipated contract period is 11 May 2027 to 10 May 2032, with renewal provisions allowing the arrangement to extend to 10 May 2034. A market engagement event was planned for 8 September 2026 at TechUK, 10 St Bride Street, London, with up to two representatives per organisation. The buyer stated that details for formally registering interest would follow the event. The procurement is above the relevant threshold.

This will suit established managed service providers, systems integrators and infrastructure specialists able to deliver large, business-critical hosting operations across on-premises, cloud and hybrid environments. Relevant capability includes 24x7x365 service management, cloud and network operations, platform engineering, datacentre and storage services, backup, virtualisation, operating systems and associated tooling. Suppliers should be prepared to support legacy applications and infrastructure while delivering transformation, modernisation, automation and continuous service improvement. The requirement is suited to organisations with the capacity to integrate several service areas, absorb existing service elements and provide a single point of accountability. Experience of collaborating with internal engineering teams, strategic technology partners and other suppliers will be important. Suppliers registered for Lot 4 of the GCA Technology Services 4 framework were specifically invited to engage.

The Home Office Enterprise Networks & Infrastructure function is preparing an award with competition to procure a Hosting Capability Supplier. The successful supplier will provide a comprehensive 24x7x365 operational support capability, alongside outcome-based engineering, transformation, and service delivery services across the Home Office technology estate. The objective is to establish a simplified and integrated operating model that delivers improved service resilience, enhanced automation, accelerated technology transformation, and a single point of accountability for hosting-related services. The scope of the requirement is expected to include: * Platform services spanning on-premise, cloud and hybrid environments. * Hosting, cloud, network and infrastructure operational support and engineering services. * Legacy infrastructure and application support, including the transformation and modernisation of services to align with future-state technology strategies. * Technology services covering datacentre, platform, storage, backup, virtualisation, operating systems, network infrastructure, cloud services and associated management tooling. The Hosting Capability Supplier will absorb service elements currently delivered through the Home Office's Network Capability Services (NCS) and Private IaaS contracts that are not provided by internal Networks & Infrastructure engineering teams. This includes integrating operational support capabilities into a single commercial construct, simplifying supplier engagement, reducing contractual complexity, and removing longstanding interdependencies across the hosting, platform, cloud, network, and infrastructure landscape. The successful supplier will be expected to work collaboratively with internal engineering teams, strategic technology partners, and other service providers to support an integrated service management model and deliver continuous service improvement. The supplier will also support the transition from legacy technologies and applications, driving resilience, automation, transformation, and operational excellence whilst maintaining businesscritical services throughout the contract lifecycle.

This event will take place at TechUK - 10 St Bride Street, London, EC4A 4AD. A maximum of two representatives from each organisation will be permitted to attend the event.
