Summary of the contracting process

London Academy of Excellence is procuring school cleaning services for its sixth-form academy in Stratford, London. The requirement covers cleaning a modern eight-floor educational building, including routine term-time cleaning and periodic deep cleaning throughout the year. The service is intended to maintain high standards across the academy’s facilities for pupils, teachers and support staff. The buyer is London Academy of Excellence, with RIVA Partnership Ltd acting as the procurement consultancy. The successful provider is expected to deliver a tightly managed, productive service and support the academy’s standards for well-maintained learning spaces. The requirement is classified as school cleaning services (CPV 90919300) and is a single lot suitable for SMEs and voluntary, community or social enterprises.

The procurement is complete: D Brice & Company Limited trading as D B Services was awarded the contract on 15 June 2026, and the contract was signed on 7 August 2026. The awarded contract value is £688,336.65 excluding VAT, or £826,003.98 including VAT. It runs from 1 September 2026 to 31 August 2029, with an option to extend for up to two further years to 31 August 2031. The procedure was a Competitive Flexible Procedure using two stages: a Procurement Specific Questionnaire followed by an Invitation to Tender. Eight bids reached the final stage. Evaluation was based on 65% quality and 35% price. Expressions of interest and enquiries closed on 20 March 2026.

This award shows established demand for a professionally managed cleaning operation in a large, modern sixth-form setting, with both routine and periodic deep-cleaning capability required. A credible future competitor would need to demonstrate strong operational management, high staff productivity and the ability to maintain consistent standards across a multi-floor education building. The buyer also values constructive partnership working, staff support and development, and practical ideas that improve the service rather than price alone. Suppliers would need employers’ liability and public liability insurance of at least £5 million, and annual turnover of at least £500,000. The successful model may suit established commercial cleaning contractors, including SMEs, with relevant education-sector experience, quality systems and capacity for planned and responsive delivery.
