Summary of the contracting process

Devon County Council intends to award a contract under the Provider Selection Regime to CoLab Exeter Limited for multi-disciplinary support services in drug and alcohol treatment for rough sleepers in Exeter. The procurement, classified under health services, is in the award stage as of 11th February 2026, with the contract initiation slated for 1st April 2026 and expiry on 31st March 2027, with a potential extension depending on funding. The standstill period following the intention to award notice requires representations from providers by 23rd February 2026. This procurement follows a limited method where the contract is awarded without prior publication of a call for competition due to falling outside the Public Contracts Regulations 2015.

This tender presents substantial business growth opportunities for providers specializing in health service delivery, particularly in drug and alcohol treatment for vulnerable groups. Small and medium-sized enterprises with expertise in healthcare integration can potentially benefit through collaboration and innovation focused on improving health access and reducing inequalities. CoLab Exeter Limited's role as the supplier indicates a focus on continuity of care, with a proposed contract value of £226,541.91. The involvement of a Project Co-ordinator and host positions within Devon Partnership Trust underscores a collaborative approach to tackle operational challenges. Engaging with this contract could enhance a company's reputation in the health services sector and foster social value by contributing to improved health outcomes for marginalised populations.
