Summary of the contracting process

Surrey County Council is in the planning stage of recommissioning the Surrey Appropriate Adult Service (SAAVS) to ensure the rights and welfare of vulnerable groups are safeguarded across various Surrey locations. This service, set to commence on 1 October 2026, will operate continuously all year round, requiring providers to deliver needs-led support and advocacy. The council, acting as the contracting authority, is currently engaging the market, having held a virtual market engagement session on 5 March 2026. Interested providers are encouraged to review the session materials via the e-tendering platform, Proactis. The industry categories associated with this tender include Probation services and Health and social work services, with the tender being subject to above-threshold procurement rules under a light-touch regime.

This tender presents promising growth opportunities for businesses, especially small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), adept at navigating health and social service environments and with a strong understanding of Surrey's local support landscape. Providers skilled in timely and responsive service delivery, advocacy, and safeguarding measures will find themselves well-suited to compete in this tender process. The emphasis on equity, safety, and effective coordination provides an ideal setting for organisations aiming to expand their footprint in public welfare and support services. Consequently, this procurement process could elevate a business's profile and enhance its service offerings within the UK’s social care sectors.

Notice Title

Surrey Appropriate Adult Service (SAAVS)

Notice Description

Surrey County Council is recommissioning a high quality Appropriate Adult Service to safeguard the rights and welfare of children, young people, and vulnerable adults. The service will operate 24/7, 365 days a year, delivered by trained and qualified staff across multiple Surrey locations, including police custody suites, police stations, schools, council and community buildings, and other appropriate venues. The service model requires providers to deliver timely, responsive, and needs led support across core functions. * Appropriate Adult provision for children, young people, and vulnerable adults detained, interviewed, or otherwise engaged in police processes, ensuring their welfare and rights are upheld and they can participate effectively. * Age assessment support, where required, to assist professionals in determining age related safeguarding responsibilities and ensuring individuals receive suitable care and intervention. * Advocacy services to promote the voice, views, and best interests of service users, ensuring they are signposted to relevant local support services and connected with wider early help, social care, and youth justice pathways. Providers must demonstrate strong knowledge of Surrey's local support landscape to ensure effective coordination, referral, and continuity of care. The proposed service whilst independent should seek to promote safety, reduce offending, support independence, and ensure equitable access to additional services that improve wellbeing and long term outcomes for service users
