Summary of the contracting process

NHS England has urgently awarded a contract to The University of Edinburgh for the provision of specialist services related to Creutzfeldt-Jakob Disease (CJD). This contract spans from 1st April 2025 to 30th September 2026, focusing on diagnostic testing, post-mortem neuropathology, and expert clinical advice across the United Kingdom, including England and the devolved nations. As of 13th February 2026, the procurement stage is at the award phase, with an articulated necessity to review future service requirements. Under the Health Care Services Provider Selection Regime Regulations 2023, this limited procurement method bypasses prior publication requirements to maintain essential health services continuity.

This tender opens up significant opportunities for businesses involved in health services, particularly those offering cutting-edge diagnostic technologies or specialised clinical services. With a focus on the urgent health needs related to CJD, companies with expertise in neurodegenerative diseases and public health collaboration will find the contract particularly relevant. The University of Edinburgh's involvement signifies a high standard of service delivery, suggesting that businesses with similar capacities in health research and service provision would be advantageous contenders for future related opportunities as NHS England seeks to review and refine their long-term service strategy.

Notice Title

Creutzfeldt-Jakob Disease (CJD) Urgent Award

Notice Description

This is an contract award notice to inform the market of the urgent award to University of Edinburgh (UoE) for a period of 18 months.

This urgent award is to allow sufficient time to undertake a review to determine the future service requirements for Creutzfeldt-Jakob Disease (CJD) service provision.

Lot Information

Lot 1

Creutzfeldt-Jakob disease (CJD) provides access to highly specialist testing and clinical advice for clinicians and patients with suspected or diagnosed forms of CJD. The service is for patients across England and the devolved nations.

NHSE assumed commissioning and funding responsibility for the service on 1 April 2025 from the Department of Health and Social Care (DHSC). The diagnostics/clinical advice service is currently provided by the University of Edinburgh. Surveillance is now led by the public health systems in each nation independently, but data is collated and reported collectively on behalf of the UK by UKHSA.

This is an contract award notice to inform the market of the urgent award under the Health Care Services Provider Selection Regime Regulations 2023 (PSR), regulation 14 to University of Edinburgh. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.

The contract length is from 1st April 2025 to 30th September 2026. The urgent award has been made to preserve continued access to diagnostic testing, post-mortem neuropathology and expert
clinical advice. To note that the clinical advice element is until 31st March 2026.

This will also allow sufficient time to undertake a review to determine the future service requirements for Creutzfeldt-Jakob Disease (CJD) service provision followed by a procurement process under PSR.

Procurement Information

To preserve continued access to diagnostic testing, post-mortem neuropathology and expert
clinical advice whilst a review of the future service requirements are undertaken.
