Provision of UK-policing-standards-aligned training, advisory support, doctrine-based curriculum content, and operational expertise to support overseas programmes
Procurement Information
The contract is being directly awarded under Section 41(1)(a) of the Procurement Act 2023, relying on Schedule 5 (technical and exclusive rights). The College of Policing is the only organisation with the lawful authority to set UK policing professional standards, maintain Authorised Professional Practice, and accredit policing-specific training aligned to those standards. These exclusive rights cannot be replicated by any commercial or alternative public sector provider. While some elements of the services (such as training delivery or advisory support) may appear generic in isolation, they are intrinsically linked to the College of Policing's proprietary standards, accreditation frameworks, and governance arrangements. Substituting another supplier would remove the ability to deliver CoP-accredited outputs and would undermine the integrity, credibility, and international recognition of the training offer. On this basis, competition is not feasible and a direct award is justified.
