Summary of the contracting process

Liverpool Experience Campus Hotel, trading as Pullman Liverpool and formerly the ACC Liverpool Group, procured hotel housekeeping services in Liverpool. The requirement covers cleaning the hotel’s 216 guest rooms and communal and public areas, including the lobby, lifts, corridors, reception, fitness lounge, executive floor and meeting rooms. This is a hotel cleaning and housekeeping operation rather than a construction or supply contract. The service is classified as housekeeping services (CPV 98341110) and is delivered at the Pullman Hotel in Liverpool. The buyer is a sub-central public authority, and the requirement was suitable for small and medium-sized enterprises. The scope would suit businesses providing staffed hotel room servicing alongside regular cleaning of high-footfall guest, leisure, reception and meeting spaces.

The procurement is complete: P&P Hotel Consultancy (UK) Ltd was awarded the contract on 11 May 2026, and the contract was signed on 31 July 2026. It runs from 1 August 2026 to 31 July 2029, with two possible two-year extensions at Pullman Liverpool’s discretion, giving a maximum end date of 31 July 2033. The awarded and contract value is £3,850,000 gross, based on £550,000 per year. This was a single-lot, above-threshold open competition using a competitive flexible procedure. The process included a procurement questionnaire, a site visit for shortlisted tenderers and a second stage. Three bids reached the final stage, including two from SMEs. Evaluation used quality and price, weighted at 100% overall. The award standstill ended on 27 May 2026.

This award demonstrates sustained demand from Pullman Liverpool for an integrated hotel housekeeping and cleaning operation covering guest rooms, public areas, reception, leisure facilities, executive accommodation and meeting spaces. A credible future competitor would need the operational capacity to service 216 rooms while maintaining consistent standards across busy communal areas and varied hotel facilities. Experience in hotel housekeeping, room turnaround, public-area cleaning and supervision would be directly relevant. Suppliers should also be able to manage a structured, staged procurement, including completion of a procurement questionnaire, participation in a site visit and presentation of a developed second-stage response. The competition attracted three final-stage bidders, two of them SMEs, indicating that an appropriately scaled specialist operator can compete for this type of requirement.
