Summary of the contracting process

Karbon Homes, working with Gentoo Group, Beyond Housing, Believe Housing and Incommunities, established a legal services framework to support the participating housing organisations’ legal requirements. The scope covers eight areas: general property, real estate and conveyancing; development and new-build housing disposals; planning and construction; property securitisation; housing law and residential landlord and tenant matters; governance, regulation and compliance; corporate, commercial and finance; and employment and pensions. The awards, dated 31 July 2026, are: Anthony Collins Solicitors LLP, £2,100,000 gross (£1,750,000 excluding tax), for property securitisation, governance, regulation and compliance, corporate, commercial and finance; Bevan Brittan LLP, £1,820,000, for development and new-build housing disposals, planning and construction, governance, regulation and compliance, corporate, commercial and finance, and employment and pensions; Devonshires Solicitors LLP, £1,750,000, for general property, property securitisation, planning and construction, and governance, regulation and compliance; Forbes Solicitors LLP, £560,000, for planning and construction; Trowers & Hamlins LLP, £2,450,000, for all lots except employment and pensions; Ward Hadaway LLP, £2,870,000, for all lots except employment and pensions; Womble Bond Dickinson (UK) LLP, £1,925,000, for the first four lots; and Capsticks Solicitors LLP, £1,750,000, for general property, planning and construction, housing law, and governance, regulation and compliance. Framework contracts run from 5 October 2026 to 4 October 2028, with extensions in 12-month cycles up to 4 October 2030 where applicable. Evaluation was quality 60%, social value 10% and price 30%.

This outcome confirms sustained housing-sector demand for specialist legal services across property, development, construction, housing management, regulation, corporate work, finance, employment and pensions. Firms are well placed where they can demonstrate strong quality, meaningful social value and competitive pricing, since quality was the dominant evaluation factor. The framework used multiple suppliers across overlapping areas, so credible competitors need depth in one or more listed specialisms and the capacity to support several housing organisations across the North East and Yorkshire. The awarded firms are large legal practices, indicating a market where established teams, broad sector experience and the ability to handle substantial, recurring instructions are commercially relevant. The framework’s open structure and call-off arrangements also favour firms able to respond to competitions as requirements arise.

Please note the original UK4 notice used to advertise our requirements contained an administrative error, it stated the "Estimated total value is contained within the ITT" In acknowledgement of this error, we will not be entering into a formal contract with the successful bidders until after 30 days of the publication of this notice. General Property/Real Estate and Conveyancing (Commercial and Residential)

Renewal: The Framework Agreement will be for an initial 24 month period, with an option to extend for a further 24 month period subject to satisfactory contract performance and the Contracting Authorities still having the need and funding for the Contract. The extension period will be in 12-month cycles. The total contract duration will not exceed 48 months.

Development and New Build Housing Disposals
