Summary of the contracting process

Cornwall Council is initiating the procurement planning stage for the Community Alcohol and Drugs Services project, scheduled under the Health Care Services (Provider Selection Regime) Regulations 2023. This service procurement process aims to provide comprehensive alcohol and drug services across Cornwall and the Isles of Scilly, divided into two distinct lots targeting adults and young people. Interested providers are encouraged to attend a supplier information event on 26th March 2026 at Polkyth House, St Austell, Cornwall, PL25 4LD. The event is crucial for briefing, consultation, and discussions on social value contributions, with feedback opportunity prior to issuing draft specifications for each lot. Potential suppliers need to express interest via the procurement portal by 12 Noon on 18th March 2026 to attend this non-compulsory event.

The upcoming tender presents significant opportunities for businesses specialising in healthcare services, particularly in the prevention, treatment, and recovery aspects of alcohol and drug use. The services aim at delivering structured support and interventions, with Lot 1 focusing on adults and Lot 2 on youth services, including school programme support and youth justice facilitation. Suppliers with expertise in open access and structured community treatment services, such as pharmacotherapy and psychosocial interventions, are well-suited to bid for this contract. With a potential term of up to nine years, including optional extensions, this project offers a robust opportunity for sustained business growth in the region. Businesses recognised as legitimate providers of healthcare-related initiatives will benefit by contributing to the reduction of substance-related harm while supporting regional health goals.
