Summary of the contracting process

Trinity Catholic High School is procuring school catering services for around 1,600 pupils and 150 staff across two sites in Woodford Green, Essex: the Mornington Road site and the Sydney Road campus, approximately six minutes’ walk apart. The requirement covers breakfast, morning break and lunchtime catering, with kitchens and serveries at both sites. Services include hot meals with accompaniments, vegetarian alternatives, jacket potatoes and fillings, hot and cold sandwiches, and meal deals combining an entrée, drink and dessert. The catering operation also includes till service points across both campuses and provision for sixth-form pupils through an adjacent pod. The buyer is Trinity Catholic High School, and the procurement is for services rather than goods or construction work.

The procurement has reached the award stage. It used an above-threshold open procedure for one lot, evaluated on quality weighted at 70% and price at 30%; the lot was identified as suitable for small and medium-sized enterprises. Eight bids reached the final stage, including three from SMEs. Olive Dining Ltd was selected as supplier, with a pending award valued at £2,000,000 gross. The award date was 15 June 2026, with the standstill period ending on 27 July 2026 and signature scheduled for 28 July 2026. The contract period is 1 August 2026 to 31 July 2029, with renewal options described as 1+1 and a maximum extent date of 31 July 2031. The award relates to the full catering requirement across both sites.

This award shows demand for a specialist school caterer able to run a two-site operation with separate kitchens and serveries, coordinate service across campuses, and adapt staffing and supply to changing pupil movement. Relevant suppliers would need experience delivering breakfast, morning break and lunchtime services for a large school population, while maintaining consistent offers across multiple tills and service points. Credibility would also depend on providing varied daily menus, hot entrées, vegetarian choices, jacket potatoes, filled options, sandwiches and bundled meal deals. The requirement favours operators able to promote pupil health and wellbeing, understand school timetables, manage demand across sites and provide reliable sixth-form coverage. The successful supplier was an SME, indicating that businesses of this scale can compete for comparable school catering work.

Notice Description

The successful Supplier will be required to provide Catering services for Trinity Catholic High School services. Please note that this PSQ is running concurrently alongside the ITT. You will need to register separately for both the PSQ and the ITT. If you have any questions around the PSQ or the ITT please use the message centre feature in the ITT section of LTMS. The school is presenting an exciting opportunity to partner with a specialist Catering Supplier that is able to deliver their vision of promoting the health and wellbeing of their circa 1600pupils and 150 staff through the catering provision. The school operates over two sites, both with their own kitchen and serveries. There is a two week lesson cycle which moves different year groups and classes over both sites. A recent timetable change, In January 2026, has meant that the flow of pupils has completely changed, so the catering teams on both sites are relearning supply/ demand under the new timetable. The rule of thumb is that at Break and at Lunchtime, that students should eat at the site that they are on and then move to the site where their next lesson is. The two sites are around 6 minutes walk apart. Current catering sales revenue is around PS400k per annum, over three services - breakfast, morning break and lunchtime over the two sites. Currently there are 4 till service points (three in main servery and a separate pod) on the Mornington Road site and 2 till points on the Sydney Road campus, all replicating the same service offer where possible. At lunchtime main meals vary daily but will include hot entrees with appropriate accompaniments, vegetarian alternatives, jackets & fillings and a selection of hot and cold sandwiches. Each entree is bundled with Drink and dessert to make up the meal deal. The sixth form is nominally catered for by the adjacent pod on the Monington site, but this has not been consistently manned by the current caterer. Please see PSQ Document for more information.
