Summary of the contracting process

City & County of Swansea is procuring a framework for the supply and delivery of general building materials and associated products for use in Swansea. The requirement is divided into four product areas: timber, doors, ironmongery and sheet materials, including wood products. This is a goods opportunity rather than construction or installation work. Suppliers are expected to provide materials and deliver them to the Council’s requirements, with orders potentially selected according to stock availability and the geographical proximity of the supplier’s premises to the works. The framework is intended to support the Council’s building and maintenance requirements through a range of appointed merchants and specialist product suppliers.

The procurement has been awarded following an open procedure, with four completed lots. Awards are pending signature and were made on 30 July 2026. Lot 1 timber was awarded to Huws Gray, Stark Building Materials UK, LBS Builders Merchants, Panelex Wood Agency, Robert Price and Travis Perkins at £1.5 million excluding VAT. Lot 2 doors was awarded to those suppliers plus Passive Fire Safety Solutions at £550,000. Lot 3 ironmongery was awarded to Doorfit Products, F.E.C. Nener, Huws Gray, LBS Builders Merchants, Swansea Timber & Plywood, PWIDF, Robert Price, Travis Perkins and Universal Hardware Supplies at £1.4 million. Lot 4 sheet materials was awarded to Huws Gray, Stark Building Materials UK, LBS Builders Merchants, Panelex Wood Agency, Robert Price and Travis Perkins at £500,000. The awards were evaluated 90% on price and 10% on ordering and delivery processes. Each framework period runs from 1 September 2026 to 31 August 2028, with an option to extend by up to 24 months. A 3% retrospective rebate on contract turnover applies. Call-offs may be made directly or through mini-competitions, including for requirements over £15,000 excluding VAT or for large, high-impact or specialist orders.

This requirement suits building-materials merchants, timber and sheet-material specialists, door suppliers, ironmongery distributors and businesses able to combine product range with reliable delivery. The appointed supplier groups show that both SMEs and larger national or regional merchants can compete, while the lots allow businesses to focus on a particular product area rather than supply the whole range. Credible competitors would need competitive, transparent pricing across frequently varied products, dependable stock access and the capacity to fulfil routine and larger orders. They would also need an ordering and delivery process that can support Council operations, respond to specialist requirements and offer practical delivery coverage around Swansea. Product knowledge, responsive customer service and the ability to participate in price-led call-offs or mini-competitions would be important.
