Summary of the contracting process

The Countess of Chester Hospital NHS Foundation Trust established a national framework for NHS organisations needing decontamination tracking and traceability systems (CPV 33169500). The requirement covers systems used in hospitals to track instruments, endoscopes and flexible scopes through decontamination, high-level disinfection and sterilisation, supporting their safe return to use. It can also support theatre management, including instrument allocation, scheduling and device-to-patient associations. The framework is divided between complete tracking and traceability systems, and ongoing hardware, consumables, service, maintenance and support. Suppliers may provide associated hardware and consumables where required. Delivery covers the United Kingdom, Guernsey, the Isle of Man and Jersey.

The procurement is complete and awarded through an open procedure. Both lots were awarded on 1 May 2026 to AEXIS Medical, Athera Healthcare, Getinge, Health Edge Solutions, IM Med, Steris Solutions and Trisoft. Each lot has an awarded value of £19,000,000 excluding VAT (£22,800,000 including VAT). Both contracts were signed on 14 May 2026. Lot 1 covers complete systems and runs from 14 May 2026 to 13 May 2028, extendable to 13 May 2034. Lot 2 covers hardware, consumables, service, maintenance and support and runs from 14 May 2026 to 30 April 2028, extendable to 30 April 2034. Evaluation weighted technical quality at 80%, social value at 10% and commercial price at 10%. Call-offs may be made with or without further competition. A 1% gain-share charge applies to call-off turnover.

This opportunity demonstrates established NHS demand for specialist decontamination traceability technology and its associated lifecycle support. Relevant competitors would need to provide dependable systems for tracking surgical instruments, endoscopes and flexible scopes across decontamination, disinfection and sterilisation workflows, with clear traceability through to safe clinical reuse. Capability to supply, integrate or support related hardware and consumables is relevant, as are maintenance and ongoing service arrangements. Suppliers should also understand hospital theatre workflows where instrument allocation, scheduling and device-to-patient association are required. The award shows that both complete-system providers and service-oriented suppliers can compete, including SMEs. Strong technical delivery capability is particularly important, since technical quality carried eight times the weighting of commercial price.

Notice Description

The objective of this framework is to provide NHS Organisations with decontamination tracking and traceability management systems, along with consumables and support services. Suppliers can also supply all associated hardware and consumables, if required. A decontamination tracking and traceability management system is used by hospitals during the decontamination, high-level disinfection, and sterilisation of instruments, endoscopes, and flexi scopes. The system supports the seamless decontamination, sterilisation, tracking, and tracing of all instruments, endoscopes, or devices through the decontamination facility and process, ensuring they are safely returned for use, and where required, may provide theatre management functionality to support instrument allocation, scheduling and device to patient associations.
