Due to the highly specialist nature of the products, no viable alternatives or frameworks are available, and adapting requirements would compromise functionality. The item is only supplied by the incumbent, and without the waiver, Pathology would be unable to process blood samples, creating significant clinical risk and delays in patient care. Procurement risk is low, and to enable future competition, we will work with the supplier to try and onboard them onto an approved framework
