Summary of the contracting process

The procurement process for the "BNSSG ICB - St Mungos: Assertive Contact and Engagement (ACE)" service, led by the NHS Bristol, North Somerset and South Gloucestershire Integrated Care Board, is currently at the award stage. This intention to award notice indicates that the contract for health services focusing on assertive engagement in Bristol will be directly awarded to St Mungo's without prior competition. Governed by the Health Care Services (Provider Selection Regime) Regulations 2023, this procurement falls outside the usual Public Contracts Regulations and begins an eight-day standstill period ending on 12th March 2026. The service contract, valued at £3,142,074, is set to commence on 1st April 2026 and will run until 31st March 2029, covering the UKK11 region, specifically designed to assist individuals over 16 years old facing significant mental health challenges.

This tender offers substantial opportunities for growth to organisations specialised in mental health services and social care, focusing on individuals with complex barriers to engagement. Suitable businesses could include those providing personalised engagement strategies, crisis intervention support, and training in mental health conditions. Given the nature of the direct award and its focus on assertive contact and engagement, smaller entities with a strong regional presence in Bristol and the ability to deliver high-quality service solutions may find this opportunity particularly beneficial. By catering to clients with frequent interaction with emergency services and crisis teams, businesses experienced in urban health challenges, homelessness, and substance misuse may effectively leverage their skills to expand service delivery in collaborative, multidisciplinary programmes. Organisations like St Mungo's, already established in the area, exemplify the type of provider well-suited to such initiatives.
