Summary of the contracting process

The procurement process facilitated by Stockton on Tees Borough Council revolves around the Stockton Recovery Service, a contract aimed at providing health and social work services across the Stockton on Tees area. This process falls under the Health Care Services (Provider Selection Regime) Regulations 2023, allowing a direct award process without prior publication for competition. The contract, valued at £11,335,000, covers a period from 1 April 2026 to 31 March 2029, with options for two one-year extensions, ending 31 March 2031. Key procurement stages included the intention to award notice in March 2026, followed by formal contract award in late March of the same year, demonstrating a streamlined approach in service continuity specific to substance misuse assistance.

This award creates substantial opportunities for businesses specializing in health and social work services, particularly those experienced with complex substance dependency treatments and recovery support. The preference towards maintaining an existing provider underscores the importance of continuity and familiarity in managing intricate service provisions. Companies that have a proven track record in delivering integrated substance misuse services will be well-positioned to undertake similar opportunities in the future. Additionally, organizations capable of operating within community settings and developing programmes that engage hard-to-reach populations can leverage this framework to expand their service offerings within the public sector.
