Summary of the contracting process

Stockton on Tees Borough Council is poised to award the 'Stockton Recovery Service' contract under the Provider Selection Regime (PSR), focusing on health and social work services. This process is governed by the Health Care Services (Provider Selection Regime) Regulations 2023. The contract aims to facilitate substance misuse recovery services across Stockton on Tees with a main hub and community venues, offering treatment and recovery support for adults facing complex substance dependencies. The decision by the Director of Adults, Health & Wellbeing is currently at the award stage, with representations required by providers before 12 March 2026. The standstill period starts following the notice's publication, indicating readiness to award to the current provider, CHANGE, GROW, LIVE.

This tender provides crucial opportunities for businesses specialising in health and social work services, particularly those capable of delivering effective substance recovery programmes. It outlines an engagement scope through community-based hubs and treatment pathways for priority populations. While it is set to be awarded to the existing provider, potential competitors with expertise in similar service domains may benefit from aligning future service offerings in preparation for potential opportunities or extensions. The contract, valued at £11,335,000 and running initially from April 2026 to March 2029, includes options for extensions up to 2031, presenting prolonged business growth prospects for eligible service providers in the regional health sector.
