The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by 10th March 2026 to karen.cooper@hartlepool.gov.uk. The council has fully considered each of the key criteria when making a decision on the award of this contract. * Public Health Officers completed an analysis and evaluation of the service and completed a report for consideration for the Director of Public Health, Public Health Principal and Head of service for Substance use. These were the decision makers. * There were no Conflicts of interest identified among the Public Health Senior Management Team during the decision-making processes.",
