Summary of the contracting process

The Police and Crime Commissioner for Wiltshire is managing a public procurement process for "Out of Court Resolution (OOCR) Intervention Pathways" in Wiltshire and Swindon. This tender, which falls under the services industry category and involves guidance and counselling services, aims to implement a comprehensive set of OOCR pathways. Originally announced on 4th March 2026, the procurement uses an open procedure and targets solutions with a flexible hybrid model, including a bespoke women's pathway and domestic abuse behaviour change interventions. The tender period ends on 20th April 2026, with contracts expected to start on 1st September 2026, lasting until 2029, with potential extensions. Unfortunately, the process faced a temporary cancellation on 8th April 2026, due to material updates needed in the specification, but it is anticipated that a revised tender will soon be released.

This procurement presents a significant opportunity for businesses specialised in criminogenic and counselling services, particularly those offering innovative and flexible intervention models. Providers with expertise in digital and face-to-face service delivery across various offence types are well-positioned to benefit from this opportunity. The focus on accessibility and sustainability in reducing reoffending provides a platform for businesses to showcase bespoke solutions and contribute meaningfully to community safety. Securing this contract can facilitate growth and establish a robust presence in delivering public service commitments within the criminal justice system.

Notice Title

Out of Court Resolution (OOCR) Intervention Pathways in Wiltshire & Swindon

Notice Description

We are seeking suitably qualified providers to deliver a comprehensive suite of Out of Court Resolution (OOCR) pathways across Wiltshire and Swindon. This commissioning includes a bespoke womens pathway designed to address the complexity of womens needs through a flexible hybrid model combining in-person and digital provision when required. The suite will also include domestic abuse behaviour change interventions offered both face-to-face and online for DA perpetrators eligible for an OOCR. In addition, we invite proposals for an online interventions package covering a range of offence types to strengthen accessibility, consistency, and responsiveness of support. To ensure that pathways are effective and contribute meaningfully to reducing reoffending, it is essential that individuals are able to access more than one intervention pathway, especially for the online provision. Offenders often present with multiple, overlapping needs, and limiting access to a single intervention significantly reduces the likelihood of sustainable behaviour change. A flexible, multi pathway model is therefore required to address criminogenic needs holistically and support long-term desistance.
