Summary of the contracting process

Cyson Cymru, acting for Newport City Council, sought an engineering, procurement and construction contractor for a turnkey solar farm and battery energy storage system at the council’s recycling centre depot in Newport. The works comprise design, supply, installation, commissioning and maintenance of a solar photovoltaic system and a DC-coupled battery with a 400V grid connection. The installation is planned for land at Docks Way Landfill Site, identified by grid reference ST306857. The required system is up to 1.1MWp of gross solar PV capacity with a 2MWh DC battery energy storage system. This is a construction and renewable-energy infrastructure opportunity, including solar installation, solar panels and associated electrical equipment.

The procurement reached tender: Cyson Cymru invited offers through a below-threshold open competition, with electronic submission allowed through eTenderWales. The sole lot had a tender deadline of 14 August 2026 at 12:00 and an enquiry deadline of 7 August 2026 at 17:00. The planned contract period ran from 28 August 2026 to 2 April 2029. Its estimated value was £2.7 million excluding VAT, or £3.24 million including VAT. Evaluation was based on quality at 60% and price at 40%. Cyson Cymru subsequently terminated the procurement on 20 July 2026 because an issue in the documents required revision and further consideration of the requirements. The authority intends to republish it as a new opportunity in the near future.

This opportunity suited an established renewable-energy or electrical engineering contractor able to deliver a complete EPC installation rather than a single supply package. Relevant capability included designing and integrating solar photovoltaic generation, DC-coupled battery energy storage and a 400V grid connection, followed by construction, commissioning and ongoing maintenance. Suppliers needed the capacity to manage a system of up to 1.1MWp of solar PV and 2MWh of battery storage at an operational recycling-centre depot. The requirement also favoured businesses experienced in coordinating civil, electrical and energy-system works on landfill or waste-management sites, producing compliant working installations, and accepting responsibility for the full turnkey outcome. Quality was more heavily weighted than price, so technical delivery approach and assurance would be important.
