Summary of the contracting process

The procurement process involves NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, and is part of the Provider Selection Regime Wales (PSR Wales). It is intended to refresh the national collaborative framework for Adult Mental Health, Learning Disabilities, and CAMHS Hospital Services for April 2026. The procurement covers health and social work services within the UK region and is currently at the award stage. Key dates include the standstill period ending on 14th March 2026, with the framework set to run until 31st March 2027. The procurement method is an open procedure, encouraging competition for service provision under various lots.

This tender offers significant business growth opportunities, particularly to large providers in the health sector, such as the Priory Group and Partnerships in Care Limited, who cater to rehabilitation services for controlled egress mental health for both male and female patients. Businesses that can deliver quality assurance, value for money, collaboration, and service sustainability would be well-suited to compete. Given the criteria outlined in the PSR Wales Regulations 2025, focusing on improving patient outcomes and reducing health inequalities, companies capable of enhancing access to mental health services and providing social responsibility benefits will likely thrive. The competitive landscape, favouring providers with strategic geographical presence and strong community benefits, provides ample room for new entrants and existing providers to expand their offerings.
