Summary of the contracting process

Medway Council procured office furniture relocation services for the refurbishment of its main offices at Gun Wharf, Dock Road, Chatham. The requirement covered dismantling existing office furniture, removing it from floors 3, 4 and 5, temporarily relocating it, and re-assembling it as needed to support the refurbishment project. The work involved understanding the building layout, access and egress arrangements, and the quantity and type of furniture involved. It is a services requirement within relocation services (CPV 98392000), delivered at the council’s Gun Wharf offices in Chatham. The scope was based on accompanying floor plans and a furniture inventory, with a site survey recommended so suppliers could assess the building and furniture before carrying out the work.

This below-threshold open competition is complete and has been awarded. Premier Moves Ltd., an SME, was selected for the single lot. The contract was signed on 30 March 2026 and has a contract period from 11 July 2026 to 1 October 2026. Its value is £60,000 excluding VAT and £72,000 including VAT. The original tender submission deadline was 19 March 2026 at 12:00, with enquiries accepted until 16 March 2026 at 12:00. Evaluation allocated 60% to price, 35% to technique questions and 5% to social value. Electronic submission was allowed. The lot was suitable for small and medium-sized enterprises, and the contract remains recorded as active following the award.

This procurement shows that Medway Council buys specialist office relocation support for refurbishment projects, requiring a supplier able to dismantle, handle, transport and re-assemble substantial quantities of workplace furniture within an occupied or operational public-sector building environment. Credible competitors would need practical experience in commercial furniture moves, careful planning around floor-by-floor access and egress, safe handling, temporary relocation and accurate reinstatement. They would also need the operational capacity to coordinate a defined project across several floors, inspect premises in advance and work from inventories and drawings. The evaluation indicates that a strong offer must combine competitive pricing with a convincing delivery technique and measurable social value. The opportunity was accessible to SMEs, suggesting a suitably organised specialist moving or workplace-relocation business could compete when this council’s requirement returns.
