(Negotiation and iterative refinement are core CFP advantages when run transparently and with equal treatment.) Evaluation criteria is based on the Most Advantageous Tender (MAT), considering both quality and price, with defined criteria around service delivery standards, accreditation, and social value will comply with PA23 requirements for transparency, objectivity and proportionate award criteria."
