Summary of the contracting process

Southern Health and Social Care Trust is procuring wheelchair-accessible coach transport services through Business Services Organisation Procurement and Logistics Service. The requirement is for 16–24-seat coaches with drivers, providing scheduled transport from areas including Newry, Kilkeel, Armagh, Dungannon, Aughnacloy, Augher, Clogher and Fivemiletown to day centres and day-operation facilities such as ARC, Orchard, Donard, Laurels, Millview, Windsor, Mourne Stimulus, Station Road, Willowbank, Oakridge and McCague. The procurement will establish a framework for passenger road transport services, covering 11 defined routes or service requirements. Routes include town, rural and area-based journeys, with destinations across the Southern Health and Social Care Trust area. This suits operators supplying accessible coaches and drivers for recurring health and social care transport.

The procurement has reached tender: the Trust invited offers through an open procedure, with electronic submission allowed in English via the eTendersNI procurement system. The tender deadline is 11 September 2026 at 15:00. The framework is intended to run from 1 November 2026 to 31 October 2030, with award decisions due by 12 October 2026. There are 11 lots, each covering a route or service area; suppliers can assess and bid for the requirements relevant to them. Estimated lot values range from £343,211 to £915,230 excluding VAT, with corresponding gross estimates from £411,853 to £1,098,275. The overall estimated value is £8,099,773 excluding VAT, or £9,719,728 including VAT. Evaluation requires pass/fail compliance checks, with price weighted at 100%.

This opportunity suits established passenger transport operators able to provide wheelchair-accessible 16–24-seat coaches and appropriately qualified drivers for regular health and social care journeys. Businesses with vehicles suitable for routes serving day centres and day-operation facilities in the Newry, Kilkeel, Armagh, Dungannon, Aughnacloy, Augher, Clogher and Fivemiletown areas are well placed to compete. A current and valid International Bus Operators Licence is an explicit technical evidence requirement, alongside completion of the mandatory schedules and compliance with the service specification. The framework can support both direct call-offs and further competitions, so suppliers need operational capacity to respond to route requirements and potential changes in service demand. The 11 separate route-based lots may also allow operators to target services matching their geographic coverage and fleet capacity.
