Summary of the contracting process

Efficiency East Midlands Limited (EEM Ltd), a not-for-profit procurement consortium, is planning to establish a New Build Development Framework aimed at tackling the housing shortage through a variety of construction methods. The procurement process is currently in the planning stage, with preliminary market engagement ongoing until 4th June 2026. The framework will focus on development works across regions UKF and UKG in the United Kingdom, with projects including small infill and garage sites to broader estate developments. The open procurement procedure is set to allow EEM Members to procure contractors efficiently, with the contract period set from 5th April 2027 to 4th April 2031, providing a structured pathway to address housing development needs.

This tender presents significant opportunities for businesses operating within the construction industry, particularly those specialising in building construction work. Small and medium-sized enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs) are especially suited to benefit from the framework agreement. Engaging in the preliminary market assessment can help businesses align their capabilities with EEM's strategic objectives, potentially expanding their reach within the public sector, including local authorities and housing associations. A diverse range of construction firms focused on innovative methodologies can leverage this framework to grow their portfolio and contribute to essential housing projects in the specified UK regions.
