RFQ 09/2025 *** Pre Market Engagement *** HRC Collection and Recycling From Newry Mourne and Down District Council Sites PME Addendum Preliminary Market Engagement for the Collection, Treatment, Recycling, Recovery and Disposal for Recyclatesfrom Household Waste Recycling Centres. Reference RFQ 09/2025 Further to the initial Preliminary Market Engagement (PME) as previously issued on 14th October 2025 this addendum is being issued to gauge the interest of potential providers to a proposed division of the tender into ‘Lots’ and to make potential providers aware of some current operational arrangements. The proposed contract is for an initial term of 3 years with options to extend by two 12-month periods. There are, in total, ten Household Waste Recycling Centres across the Newry, Mourne and Down District Council area located at; Newry, Camlough, Crossmaglen, Warrenpoint, Kilkeel, Hilltown, Newtownhamilton, Castlewellan, Ballykine (Ballynahinch) and Downpatrick. There is no Paint & Varnishes to be collected from Newtownhamilton, Hilltown and Crossmaglen. There is no Street Cleansing Residues to be collected from Downpatrick, Ballykine and Castlewellan. There are in total a range of nine materials that could be included in this tender including; Paints & Varnishes, Scrap Metals, Waste Oils, Street Cleansing Residues, Wood, Paper, Card, Rubble, and Hard Plastics. The Council recognises that these locations cover a wide geographical area and taking into consideration the responses received to date from the PME the Council is seeking comments on the following proposed Tender structure which at this stage purely represents a proposal and should not be interpreted as the final approach that the Council may adopt. Proposed Lots Lot 1: Those materials that would be collected and processed from all ten Household Waste Recycling Centres listed above to include Paint & Varnishes, Scrap Metals, Waste Oils, and Street Cleansing Residues. Lot 2: Those materials that would be delivered and processed from Newry, Camlough, Crossmaglen, Warrenpoint, Kilkeel, Hilltown, and Newtownhamilton Household Waste Recycling Centres to include Wood, Paper, Card, Rubble, and Hard Plastics. As a consequence of the PME's the Council considered the issue of Lots as well as the maximum number of Lots that a Supplier could tender for. As a result, nine material Lots were determined along with two sub-Lots based on the two geographic areas mentioned above. Having reviewed the number of Lots that Suppliers were interested in through the PME's it was determined that six material Lots would be the maximum that any Supplier would be awarded and a selection rationale for this was constructed."
