Summary of the contracting process

The procurement process is led by the Newry, Mourne and Down District Council, focusing on the "ITT 09/2025 - HRC Sites Collection, Recycling, Disposal of Waste Streams". This process falls under the industry category of refuse and waste related services and takes place across various locations in Northern Ireland, including Newry, Downpatrick, and others. The tender has reached the award stage, with awards granted and pending for various lots as of 11th July 2026, with scheduled contract start dates on 2nd September 2026. The procurement method used was the open procedure, a common transparent process ensuring fair competition, with the majority of procurement spending exceeding the standard threshold. The contract spans an initial period of three years, with potential extensions of two additional 12-month periods.

This tender presents significant opportunities for businesses involved in waste management and recycling sectors, especially those able to handle diverse waste streams such as paper, card, hard plastics, paints, varnishes, and more. Large businesses accustomed to working with public entities and familiar with complex logistics across multiple sites would particularly benefit. Due to the division into multiple lots, smaller enterprises focused on specific materials or geographic areas could also thrive, fostering diverse participation and encouraging innovative waste management solutions. Furthermore, the structured opportunities for contract renewals signify sustained growth and partnership prospects with the council.

Reference RFQ 09/2025 Further to the initial Preliminary Market Engagement (PME) as previously issued on 14th October 2025 this addendum is being issued to gauge the interest of potential providers to a proposed division of the tender into ‘Lots’ and to make potential providers aware of some current operational arrangements. The proposed contract is for an initial term of 3 years with options to extend by two 12-month periods. There are, in total, ten Household Waste Recycling Centres across the Newry, Mourne and Down District Council area located at; Newry, Camlough, Crossmaglen, Warrenpoint, Kilkeel, Hilltown, Newtownhamilton, Castlewellan, Ballykine (Ballynahinch) and Downpatrick.
