Summary of the contracting process

West Yorkshire Combined Authority is procuring a delivery partner for West Yorkshire Music Network Phase 2. This is a regional music-sector development service, covering a coherent and inclusive programme across West Yorkshire. The work forms part of the Combined Authority’s You Can Make It Here creative industries programme and builds on the foundations established in Phase 1, working alongside the West Yorkshire Music Board. The provider will support the growth, resilience, inclusivity and connectivity of the local music sector. Activities include strengthening collaboration across the music ecosystem, facilitating knowledge sharing, developing skills and organisational capacity, and amplifying the sector’s profile and voice. The procurement is for cultural, entertainment and artistic services, delivered across West Yorkshire.

The procurement has reached tender: the Combined Authority invited offers through an open procedure. The deadline for enquiries was 25 August 2026 at 11:00, and the deadline for tenders was 11 September 2026 at 11:00. The award decision was due by 9 October 2026. The initial contract period runs from 6 November 2026 to 31 March 2028, with an option to extend delivery to 31 March 2029, subject to performance and funding approvals. The estimated value is £200,000 excluding VAT, or £240,000 including VAT. This is a single-lot procurement. Tenders are evaluated on quality, weighted at 80%, including 10% for social value, and price, weighted at 20%. Electronic submission is allowed and tenders must be in English.

This opportunity suits organisations that can design and manage inclusive, region-wide programmes for the music or wider creative industries sector. Strong candidates will be able to convene diverse participants across a music ecosystem, build productive partnerships and work effectively with a public sector music board. The requirement calls for experience in facilitating collaboration and knowledge sharing, developing skills and organisational capacity, strengthening sector resilience and connectivity, and raising the profile and voice of a sector. Providers should be capable of delivering a coherent programme across West Yorkshire and demonstrating meaningful social value. The procurement is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, making it relevant to specialist cultural organisations, creative-sector networks and experienced programme delivery partnerships.
